Carlito's Orphans, also known as the Infected Orphans, refer to the fifty children that Carlito Keyes infected with the zombie parasite prior to the events of Dead Rising. The orphans are first mentioned in Overtime Mode of Dead Rising. They were spread across the United States and labeled as "ticking time bombs", as each child was infected with a parasite with the intention of causing outbreaks in major cities.

After hearing Frank West describe himself as a "ticking time bomb," Isabela Keyes immediately searches Carlito's laptop. She recalls that some time before the events of Willamette, she had created a zombie suppressant similar to the one she used on Frank in a personal lab she shared with Carlito. After developing the suppressant, Carlito began volunteering at a non-profit organization with the goal of helping place war orphans into homes.
Isabela and Frank discover that Carlito infected a total of 50 orphans with the zombification parasite. After the orphans were infected with the parasite, they were given Isabela's suppressant to slow the infection process. Once infected, all 50 children were adopted into homes across the United States. Carlito's plan was for these "time bombs" to eventually turn into zombies and spread the parasite, creating a nationwide pandemic. This act was intended as his revenge for the massacre at Santa Cabeza.
Over the next 15 years, some of these orphans did turn into zombies, causing small outbreaks. However, during the Los Perdidos Outbreak, it was revealed that one of the orphans, number 12, had been made immune to the parasite. This was likely Carlito's contingency plan in case he ever needed a way out of his scheme. The method by which Carlito made this orphan immune to the parasite remains unknown.
Nick Ramos[]
In Dead Rising 3, the protagonist, Nick Ramos, is revealed to be one of Carlito's orphans. Nick's tattoo suggests he is the twelfth orphan, yet the twelfth orphan listed in Dead Rising is a female by the name of Lisa Jackson. It could be speculated that Carlito's list of orphans was false and used to cover his own tracks, or he may have infected additional orphans as a backup plan in case any of the originals died before they could turn. It is also possible the list is coded, as number 21, the inversion of 12, lists a Juan Rodriguez approximately the same age and ethnicity as Nick—names were possibly changed as part of the adoption process or to facilitate anonymity for Carlito's plan. However, this inconsistency may simply be a retcon or a developer oversight.

- According to the Museum of the Americas in Dead Rising 3, the fourth orphan started an outbreak in Smithville. However, this conflicts with the list in Dead Rising, where number 4 is a female named Linda Reed, who was sent to Houston, not Smithville.
- The list of orphans shown in Dead Rising does not align with the events of Dead Rising 3. In Dead Rising 3, it is stated that all the orphans were from Santa Cabeza and of Hispanic-American descent. However, many of the names on the original list are not Hispanic.
- Nick Ramos is identified as number 12, but the list in Dead Rising claims that number 12 is a female.
- Diego, another orphan, has a tattoo of the number 49, but this also contradicts the list.
- These inconsistencies might be explained by Carlito deliberately using false names and information on the list to protect his plan in case his computer was compromised.
- Additionally, there is speculation that a significant event occurred on September 12, as the list includes the date "9/12" alongside the word "complete." This could suggest that Carlito infected a second group of orphans, and the original list was outdated.
