Even before the town of Los Perdidos had been locked down with people who were infected having to register with the government. One group called "The Illegals" chose to disobey this law, choosing instead to live off the grid. Illegals are individuals, infected and non afflicted with the parasite alike. Legally, they are supposed to have a Zombrex Chip installed that has GPS tracking and administers a dose of Zombrex every 24hrs or so to prevent them from turning into zombies. If an infected turns irregardless, it switches to tracker mode, alerting manufacturers in the government so they can mitigate future zombie outbreaks.

Illegals are people who reject implant law in its entirity, not wanting to sign up to throw their lives and freedom away to be pawns of an ultimately untrustworthy government, thinking that the people in charge have no right invading American Citizens privacy. Being forced to live outside of society and find their own Zombrex in order to stay alive their own way. Due to the unjust laws enacted turning much of the public against them as a consequence.[1]
