Jorge Ruiz is a survivor in Dead Rising 3.
He is found during the side mission Dog Gone! in Chapter 4.

Jorge is found standing outside of the Almuda Recycle Depot next to his broken down hot dog cart. He is distraught over the cart being destroyed because now he cannot feed the hungry. He has aspirations to create though, and asks that Nick escort him to a kitchen. He will then follow Nick to the Pirate's Catch Seafood Restaurant.
He will then create the "ultimate hot dog", the Master Dog, which he gives to Nick.

Trivia[]
- Jorge shares some similarity with the psycho chef Antoine Thomas from Dead Rising 2. Both have a white mustache, are extremely obsessed about the quality of their dishes and both are upset because the zombies have ruined their businesses. The major difference is that Antoine was a psychopath, while Jorge is passionate but still sane.
- He also shares a trait with Carl from the same game: both are absurdly devoted to their jobs. However, while Carl's devotion lead to him falling off the deep end the moment something went wrong, Jorge sees his job as a chef to be a calling of some kind.
- Jorge has a unique quirk when compared to other survivors in the series: several characters end up being concerned over a lack of food or their own hunger (Ronald Shiner, Richard Kelly, Darlene Fleischermacher), while Jorge is concerned over the inability to continue serving food. He even mentions he feels he's failed the hungry people of the world.
- Strangely, when you first encounter Jorge, you can hit him, although similar to a Stranded Survivor, he will not take damage from you.
- Due to the nature of his AI, he is the only survivor that is able to join Nick for the fight against Dylan Fuentes. This is only if he is still being escorted to a kitchen and hasn't joined Nick's posse.
- Jorge is the only survivor series to offer a unique item to the player that isn't a combo weapon blueprint, and is also the only example of offering a unique food item as a reward.
