Kaliyan is a stranded survivor in Dead Rising 3.
He is found in Sunset Hills during Chapter 4 standing along the southwestern wall that surrounds the The Collector's House. Clearing the zombies around him will award 9,000 PP.
In The Last Agent DLC, Kaliyan can be found on top of a car near U Break Wi Fix. Once saved, he'll award 10,000 PP and run to a safer location. Saving him is required for the Sworn to Protect achievement.
