Level Max is an achievement/trophy in Dead Rising.
This achievement is unlocked by reaching level 50 over numerous playthroughs. It can be unlocked in any mode.
Simply playing the game enough will level you up to 50 and unlock the achievement, and it also allows for all of Frank's stats to be maxed out.
