It is a shoe shop located within The Burgess-Dawson hotel in Central City. The store will remain locked until Nick Ramos brings Lena Polichev here during the side mission Fashion Victim in Chapter 5. Lena will unlock the door during the side mission, making it accessible for the remainder of the game.
