The TIR helmet is a reward for earning $1,000,000 in TIR online. The helmet dosen't seem to match any TIR outfit, as it is gold with a red TIR logo. If you earn approximately $50,000 per game, it will take approximately 20 games to unlock the outfit. After it is unlocked you can find it in the locker at the safehouse restroom.
