Tara is a stranded survivor in Dead Rising 3.
She can be found standing on the broken Central Bridge (on the Central City side) during Chapter 3.
In the Fallen Angel DLC, Tara can be found tied up with Mel and Trevor at the Los Perdidos River. They are about to be executed by a soldier, but Angel can stop the execution and save the group. When saved, the group will provide 20,000PP.
