The mission is only available if Chuck rescued Lenny Mooney during the Snowflake mission. It will also not be available if Case 3-2 has not been activated, because the cashier's room containing the vault will be locked.
Use Linette’s shortcut from the Royal Plaza bathroom to the Palisades Mall, then head into the Yucatan Casino. The vault is the same vault that Tyrone King's mercenaries were trying to open with a giant drill. Examine the panel to the left of the vault door to open it using Lenny’s passcode.
Once inside there will be 2 deposit boxes Chuck can open, each containing $125,000, for a total of $250,000. If Chuck returns to Lenny after finding the money he will earn an additional 10,000 PP for talking to him again.
If the mission time ends, the deposit boxes will not be there even if Chuck has talked to Lenny.
