Vicki is a stranded survivor in Dead Rising 3.
She can be found in the southeast side of Ingleton. She is standing on top of a truck in the streets across from the Stuff Good Store. She will only appear after Nick meets with Red and Annie at The Burgess-Dawson near the end of the Chapter 3.
In the Fallen Angel DLC, she can be found tied up on the South Bridge with Jack and Ryan. They are about to be executed by a soldier, but Angel can stop the execution and save the group. When saved, the group will provide 20,000 PP.
In The Last Agent DLC, she can be found in the back lot of the South Almuda Recycle Depot. Saving her is required for the Sworn to Protect achievement.
